Spain has one of the lowest English proficiency in Europe. In fact, as soon as you are outside the usual tourist areas, people don't seem to be able to communicate in English. I had the experience several times, even asking for direction is difficult.

Sweden being on top doesn't surprise me. Most Swedes I've run into had a solid grasp on English.

^A good surprise is Greece! Almost as much as Luxembourg or Germany.

As expect, Spanish, French and Italians are ...well... "bad".
Worst I've seen was south of Italy. I mean parisians are natives in english compare to napolitans...

Anyway, I would say Mexico is better no? A strong influence of USA maybe? Spanish are bad in english, for sure.

Norwegians too. People from the Scandinavian countries speak excellent English. I was reading an online story written by a Finnish person one time and I did not even realize that the writer was not a native-English speaker until they mentioned it later! That is how good their English was
