Of the ones that I think of as MAJOR WORLD CITIES in the truest sense-relative to those that think of/talk about/visit them:

-Istanbul
-Tel Aviv
-Madrid
-Seoul
-Philadelphia

Unless you're a hardcore Juve fan, Torino is a hidden spot in the country and often skipped between Nice-Milano route.

-Sofia, Bulgaria
-Tbilisi, Georgia
-Bucharest, Romania
-Yerevan, Armenia
-Sarajevo, Bosnia & Herzegovina

Poor former communist countries tend to be very underrated.

Do you mean "world cities" or cities in general? 75% of those mentioned here are definitely not world cities, but then, world cities tend to rarely be underrated...
