it depends on how you consider a living standards and crime rate, generally, underdevloped and most developing countries can provide you cheap goods and labour.
South Korea - low crime, great infrastucture. Highest broadband system setup in the world, and subways, trains, buses go everywhere....easy to be car dependent. Actually having a car there is more of a burden, it is so much easier to get around without a car.
Cost of living is low...plenty places you can find food for just a few dollars...no tipping culture. If you teach English, you get a free apartment paid for by the employer...and pretty much guaranteed saving money every month.
I guess Austria would qualify. Take Switzerland with a lower cost of living. People in eastern Austria constantly complain about the rising crime rate since the fall of the iron curtain, but compared to all of the US and most of Europe the crime rate still is laughable.
Salaries are high and cost of living is a bit higher than in Germany but quite a bit lower than in Switzerland, France or the UK.
You pretty much get what you pay for. Those who pay more get more. Higher priced neighborhoods are better patrolled and have better security systems so you won't get a lot of petty crime. Now what goes on behind closed doors is another story.
It's all about the trade-off. You generally won't get it all. If you want high income and low crime then generally you will get the astronomical price of living there. You can't have it both ways.
