No, Ray; municipalities (and nonprofits) all over the country provide tickets to homeless residents without the approval of state legislatures and have been doing so for decades. State legislatures are do not oversee municipal initiatives. That's what Bronson was talking about. Additionally:

Sigh. Of COURSE it would be at the request of the homeless person. NO ONE said anything different; and your own link says as much. Not sure where you even got the impression it was about anything else, let alone moving Natives out of Alaska against their will. SMH.
I stand corrected about the legislature, I should have said city and borough assemblies instead. About the rest I don't disagree. For example, the Salvation Army having a similar plan sometime ago, according to the news report.

As for the plan to give airplane tickets for whoever of the homeless wants to leave AK to warmer places, I think it is fine, but this is my opinion, of course.

This is something that happens with regularity elsewhere. The city of Las Vegas got caught in the act of bussing homeless to Portland Oregon. The governor of Florida sent planeloads of homeless to Martha's Vineyard, taking them up on their lip service that the homeless were welcome in their all inclusive neighborhood.

It might be difficult to convince the airlines to take plane loads of homeless and fly them anywhere.

And always the risk that governors elsewhere will retaliate by flying their own homeless to Alaska.

I just saw this:

Yeah, I've already mentioned the Salvation Army's program several times in this thread, but I don't think more than a couple of posters actually understood the difference. AND the SA's program still exists.

I have no problem, in theory, with the homeless who want to leave Anchorage being provided with a ticket; can't really blame anyone for that. My objection was more nuanced, and I'm not going to waste my time explaining it yet again in this thread.
