Most Chinese men don't differentiate between different white nationalities or ethnicities; at most, there's "Russian" (which means Russia, all of the former USSR, and Eastern Europe), and "Western" (US, Canada, Australia, France, etc). It's a similar situation to how with many Western guys, "Asian" is a catch-all for all of East and Southeast Asia. In both cases, most of the ones who particularly want a specific nationality or group either have a particular affinity for that place or they've been there and liked it.

Its usually tied to hobbies and interests; a Chinese guy who really likes American movies and music may decide he really wants a woman like Taylor Swift, an American woman who really loves K-Pop may decide she really wants a guy who looks like... One of those K-pop guys. A white Anime nerd may decide he will only date Japanese. A Japanese wine afficionado may decide he will only date a French woman. Etc.
