The northen atlanta suburbs is a great place for raising a family on a 100k budget. But be warn, you may find Atlanta pretty boring compare to all the options you have in SoCal. Each suburban city are nearly identical to each other(with the exception of race and wealth class) so there is no point to hop around to each city to explore (in a family setting, there are some good options for night life in the city though). There are festivals, but they are the same boring "taste of.." , "Beer..", "Art..." festival that is held among the diffrent parts of town. However, if you have a long weekend, its great that there some intresting places you can go like the smokey mountains, savannah, destin beach, orlando, charleston, tennessee etc..
