That's what worries me more than anything. The naysayers are going to look at this and use this as further "proof" that Atlanta can't get its **** together. Well, when was the last time that CoA actually managed a transit agency?

Get the right people to fix it. MARTA should be operating it under a contract from CoA, they have experience in navigating FTA and rail-based transit.

It would also save the city money by removing redundant offices, particularly in the Federal Grant category. MARTA already has the offices in place to handle producing requests for federal grants, and would remove a $1 Mil. a year expense from the city.

MARTA can hire from those already employed by the city, and replace those who they don't feel are qualified for the position.

It would also make a great training ground for the Clifton Corridor light rail build-out (if that happens).

The next major chance we'll have will probably be in the MARTA TSPLOSTs. MARTA has offered to hand over a portion of their $8 Bil. to building more Beltline LRT and possibly even streetcars.

As much as I don't like the concept of sales taxes as funding sources, they're probably the best chance we'd have at funding expansion. Fulton and CoA could choose to take on an additional .5 cent sales tax ontop of the additional MARTA tax to pay for possible streetcar / Light Rail and even maybe a South-Fulton Commuter Rail extension to go with the Clayton Rail expansion.
