Maybe, there is still a rather vocal opposition to the streetcars. Especially off these forums. The recent FTA condemnations (the letters, not the passed over grants) didn't help. It would take one heck of a plan and PR push to make it happen.

Maybe if they were co-announced, but on the ballot separately.

Then again, you have this too:
