I would say "probably" yes. I believe basically it is imposed to keep slower drivers out of the left lanes when right and center lanes are available.

The other thing that I often feel is misinterpreted is the "No Trucks Left 2 Lanes" signs on I-85 .. they seem to think that the HOT lane counts as a left lane so they come way over to the second before left lane and do 60 - 65 ...super annoying.

Okay - I realize and understand that the lane is used to promote car-pooling and ridership and detur single car drivers by allowing 3 or more people, or buses to ride for free..

But MAN do I wish that during non-peak hours that they prohibit buses from using that lane. I hate when I come down that lane - locked in by the double solid white line, and there's a bus doing 55 - 60 MPH in the left lane with general traffic wizzing by me in the general lanes and I'm PAYING to go slower. It aggitates the crap out of me.

I just think it would be nice if DOT would make them use the general lanes when general traffic is flowing normally... On the flipside when traffic backs up then yes I can justify them using the express lanes..but don't hold up traffic when you don't have to.
Those lanes were built, in part so buses could use them. You have flexibility to not use the lanes. The HOT lanes are not considered to be the passing lane, so the buses do not need to move over to allow faster traffic to pass.

No, those are NOT considered the left lane.

Default Dear Metro Atlanta... Please pay attention to your surroundings while driving....

Volvo nearly puts me in the barrier, fortunately I was anticipating him and reacted before he hit me... Actually this is my second video of a left hand merge nearly gone horribly wrong on I-285.
