There's nothing stopping Vinings or Cumberland from petitioning to be annexed by the CoA. Gwinnett is a different story due to it's relatively significant distance and Brookhave/Chamblee/Doraville/Tucker being inbetween.

Is the national parks land not a buffer between? Is there some BS Georgia annexation law forbidding cities from jumping county lines, if they do not already exist in that county?

Well it delays things because the train is moving through that intersection, meaning cars can't. It also delays things because it restricts left turn movements, of which there are quite a few.

Are you talking about Edmund Park or is this a different annexation around University Avenue?

Judging from the demographics of Briar Vista, I don't think many of them go public. Its predominately low income and a plurality or perhaps majority Hispanic.

40% of the students are not free-or reduced priced lunch, which would be about 200 kids.
