I'm not going to leave an hour early for an appointment if the regular commute time is 15 minutes. I'll leave with a few minutes to spare in case I hit too many red lights. Other people can control their stupidity on the roadway so there are less wrecks and therefore less delays... and I expect them to do so.

Assuming a driver knows what they are doing will get you into a wreck yourself.

My experience has been either some maniac jack wagon driver, or some one out for a Sunday drive during rush hour traffic.
