Which of these cities have the best downtown: Montreal, Toronto, Calgary or Vancouver? (airport, food)

For example, you claim that Portland's restaurant scene is better than that of Vancouver. By what measure? Restaurant count per capita? Variety and quality of cuisine? Internationally renowned chefs? Quality of local ingredients?
It's laughable. Certainly Portland is known for craft beer, but restaurants?
...again, have you actually been and dined in Portland???
Read this article by the Washington Post (a writer opinion piece but still...) in which Portland is one of his stops for the tour of the 10 best food cities in the US, along with Chicago, San Francisco, Charleston, etc...
I find that certain things you say about Vancouver tend to go to extremes, with little evidenced-based argument.

....read above.....the "extremes" are often on the other side.....

We discussed this before....the US has several major cities on the West Coast that can serve international destinations....Canada has only one so, yes, YVR serve more destinations...Vancouver is much more important to Canada than Portland is to the US in this geographical area.

Then look at the quality of hotels? No Shangrii-la, no Pan Pacific, no Four Seasons, in Portland. For chains, the best they have is Westin,Kimpton, etc.
Finally, one tourism info nugget...in 2016 Portland had 8.99 mil overnight visitors, Vancouver 10 mil (Seattle clocked 20 mil in 2015)......any "3 class above" discussion should stop there....

Not that I disagree with the latter portion of your post, but is there a type of cuisine that you can find in Toronto that is not available in Montreal? Honest question, because I do not know the answer.
Perhaps, but I think I still like my chances of finding a wider variety and quality of Cuisine X in Toronto...

You are basically making excuses for Portland...for their airport, for the lack of any luxury INTERNATIONAL hotels. Remember, we are discussing which city is more international, and more internationally known.
Your take is surprisingly provincial. Best in the US etc, does NOT mean best in the world. To say that Portland Ore, is as well known, is as internationally recognized as Vancouver B.C. is ludicrous.
It's a nice town, that Americans love because it tries to be funkier than it is, and has done some nice things in they downtown and transit isn't a dirty word. It's quite bohemian in many ways. It lacks the shine and urbanity that Vancouver has in spades.
That is all I'm going to say on the subject. Portland isn't suppose to even be part of this discussion.
Unless they change their mentality, America is done. That country has economically and socially failed, and their food is bad.
Why are Canadians always comparing themselves to them? Being better than the U.S. is not really that difficult for most Western countries to achieve.
Even Mexico could become more advanced than America within a decade.
Their food isn't bad, it's just that they have a lot more of bad food. You can find excellent quality etc, if you pay attention to what you are buying. That said, driving down the I5 from Vancouver to California the restaurant choices along the way are poor.
It's not like Canada, doesn't have bad food, or the UK, or Australia...heck I've had bad food even in France.
Canadians are not always ( we do sometimes ) comparing ourselves to Americans. The world does, and we respond.
As for the US being done...well time will tell. They certainly are only number one in military might and incarceration levels. Then there is this take
Unless they change their mentality, America is done.

Dream on, dream on....America will remain the dominant political, scientific/technological, economic and cultural power longer than me and you will be alive....
...and I'm telling you that from a born and raised European perspective.

The US has many issues but that "article" is part fiction, part wishful thinking.
All this "America id done" reminds me so much of the same period at the end of the 1970s....
