Multitasking is not appropriate when you're driving, regardless of how "good" you are at it. One should be focused on the road when operating machinery that is capable of killing someone.

As far as I know the no cell phone while driving is state wide and mandatory.

No texting is state-wide. No talking laws are set by municipalities.

Default Either Drive or Blather On Your Phone, Don't Try To Do Both

Evanston's no cell phone talking while driving law goes into effect this Monday, 3/15/2010. And it's about time. There is nothing to say on a phone that is so important it can't wait until you pull over and park or wait until you reach your destination. Lives are at stake.
