Yep, and it has the potential to adversely affect tourism. They're trying to discourage others as much as they are trying to punish the guys that did it.

Is it less of a crime if it happens in an area with much less 'wealth?'

No. But, if a crime like these happens in Englewood, it isn't going to have as much of a negative impact on tourism. Maybe that shouldn't matter, but for better or worse, it does.

not to throw a lit match into a can of gasoline but if Chicago allowed law-abiding citizens to conceal and carry a weapon, do you think these kids might think twice about jumping random citizens?

Guns aren't needed. These are skinny teens. One punch would knock them out cold.

Honestly, I wouldn't mind seeing myself in this situation provided that they don't have guns. I have Jack Johnson and Tom O' Leary ready (Anchorman... look it up).

perhaps you would be willing and able to get in a fight with a bunch of teenagers but those of us w/o chuck norris' abilities would like the ability to defend ourselves in a different manner.

This is something that is happening nationwide, in many states that allow people to carry concealed guns. So the answer is a very definite no.
