What are the best areas for 20-30s folks, whether its a mainly college population designated area, dive bars, clubs, lounges, etc.

Yes, mostly on the north side. Wickerpark/Bucktown, Lincolnpark/Lakeview, River North/Goldcoast...some in the West Loop/Fulton Market area.
20-30s is two totally different demographics in my eyes. Don't get me wrong any person can go out in most of these spots and have fun, but you don't see a ton of 30 year olds partying up in Wrigleyville every weekend. Nor do you see 21 year old college kids in River North a lot.

There is nightlife in some form or another anywhere. Beverly (far southside) has bars and clubs, but it's really mostly for locals to those neighborhoods.
The biggest nightlife districts are on the north side though.

There's dive bars all over this city. Even River North and around Division/Rush used to be sleezy parts of town so there's still dive bars there and many open until 4am and 5am. Wicker Park still has some but the area is gentrified/gentrifying..same as Bucktown. Ukrainian Village probably has more.
Honestly though, there's bars EVERYWHERE here. Name a lot of neighborhoods and it's there. Some on the south side and west side don't have it as much anymore but really, tons of places here. If you can't find a bar in Chicago in most neighborhoods, then you're probably blind.

Almost everything that's been mentioned so far
River North, Wrigleyville, Lakeview, Lincoln Park, Gold Coast (i.e. Rush & Division), Wicker Park/Bucktown, etc. Take your pick, especially in the summer.
