I don't find that contradictory. It's ripping verses without context. It's picking and choosing. Because of his love for us, he gave us a choice.
Here is Isa 46:10-11:
Isaiah 46:10 I make known the end from the beginning,
from ancient times, what is still to come.
I say: My purpose will stand,
and I will do all that I please. 11 From the east I summon a bird of prey;
from a far-off land, a man to fulfill my purpose.
What I have said, that will I bring about;
what I have planned, that will I do.
Now what is out of context? Does God not make known the end from the beginning in all things? Does He not declare from ancient times (the past), what is still to come (the future)?
Will His purpose not stand? Will He not do as He pleases? Does He not bring about what He has planned?
Does He not please that all men be saved? Why won't He bring this about, like all other things He has declared, from beginning to end?

OK as best I can tell, you acknowledge God desires that all men be saved, but its just He has another (counter) desire that is higher priority than this desire, namely that people choose Him of their own will? I would still submit this is a contradiction, because God would have two counteractive desires.
What if God could devise a way so that each person eventually would freely and willingly choose God? Is God capable and big enough to come up with a plan like that?
