I know you absolutely despise Philadelphia... but you can't honestly say that Historical Sites and Public Transit go to Seattle. That's just laughable.
- Weather: Depends what you like (for me personally, Philadelphia)
- Dining (Upscale): Philadelphia
- Restaurants/Food (Variety, what kinds, etc): Philadelphia
- Public Transit (Rail): Philadelphia
- Downtown (amenities): Very close but edge to Philadelphia. More things to do, older, more established, denser, bigger, taller.
- Housing (The variations): Depends what you prefer.
- Diversity (The People): Not sure on this one. I think Philadelphia.
- Arts (Art Galleries, Theaters, Symphonies, etc): Philadelphia. It's known for it's art.
- Scenery: Seattle for sure.
- Historical sites: Philadelphia for sure.
- Outdoor activities (please list): Seattle.
- Economy (Sheer size): Philadelphia obviously, it is the larger city with larger GDP
- Economy (On health): Tie. Both are known for Medical
- Education (K-12): Not sure.
- Education (Higher ed): Philadelphia. Seattle has no answer for UPenn
- Parks: Not sure. Assume a tie.
- Nightlife: Philadelphia

No, the criteria wasn't mine. I'm not the OP but yes I answered them as they pertain to me. Seattle is a city I see myself going back to therefore the criteria is useful for it and Philly is a city I wont be stepping foot in anymore so all the criteria is useless.
