No, the numbers represented the population of each county, not "the importance of each of the metros." 1 was Shelby County (most populous in the state), 95 was Pickett County (least populous in the state). 5 was only for Sullivan County (Kingsport and Bristol) while the other counties of the Tri Cities (Washington, Carter, and Hawkins) had different numbers on their license plates.

For some reason I see Chattanooga as 3rd.

#1 Indianapolis by a LONG shot, #2 Fort Wayne, #3 Northwest Indiana/South bend could be clumped into one area.
