Chicago is fairly similar. Most bars close at 2am or 3am, but there are well over 100 late night bars open until 4am or 5am and of course dozens of diners and places for food, train lines and bus lines that run 24/7.
I've gone out till 5am many times and wandered out to find the sun rising and the city awake for the day.
Chicago though to me is the later city, especially weekends from my experience
Now food can be had late in Philly, also AC goes basically 24 hours and is only an hour away
Depends on what kind of nightlife. Miami has a lot but its spread out over South Beach, Wynwood, Brickell...and most of it is weekend only and really limite in terms of crowd selection. Miami blows Meatpacking district in NYC away but NYC has rooftops, lounges, different crowds, etc...Places like Austin might have more going on through out the week.
There is a similar legislation in Philly, not sure if it will ever pass. There are currently (have been for decades) late night licenses for certain bars and clubs to currently stay open till 4AM. Though they are probably less than 10% of current places and most require a membership, albeit maybe $5 and sometimes more
Yeah, something like that for California would be taken advantage if it existed. However, I'm almost 100% sure that the state of Nevada and many entertainment outlets (in addition to social conservatives) would strongly oppose a later last call for obvious reasons.
Maybe a limited licensing option would be better, but it would really put an undue pressure on locally owned bars and clubs, many of which are already struggling in an economy.
Of course, no matter what we do, City Data will hate on it
In Chicago the areas around Rush and Division, Wrigleyville and Wicker Park are definitely really late. It's kind of cool when the streets get packed at 3am in those areas. Then when it comes to 4am bars there are plenty, but they are more spread out. So usually at 3am the crowds disperse and go eat or go find a 4am.

Also the red and blue line trains run 24/7 I believe so you won't have to worry about the issue of getting a DUI.

True, but at that time the trains while they still run, it's just quicker to grab a cab! The trains can take a while around that time, coming every 15 minutes or so.

Around that time they seem less frequent than NYC but compared to other cities it's better than shutting down at midnight (BART). Chicago is one of the cities that's easier to hail a cab so yeah that would be another convenient option.
Late night transit play a very strong role in how long people stay out and party for sure... Chicago has this, but so does NYC, might as well stay out later... so does LV strip, might as well stay out later, things are still open and close, and I'm not driving. Same with New Orleans. All these places have clustered nightlife and late calls.
