Have you been to Overtown or Liberty City Area in Miami? The accents are very southern from the African Americans. It would shock you. Also, they have a road called Dixie still down in Miami. The influence is down there but not as much as other areas in the South.

South Florida is much less Southern than NOVA. South Florida has much more of an International/Caribbean feel to it. Northern VA has "(Robert E.) Lee" high schools/roads all over. Although they are in the process of renaming many of them.

Northern Virginia is still definitely more Southern though.

Its at a border region. There are parts of the DC area that feel southern and parts that dont.

DC is "technically" a Southern Metro. It is Southern according to the US Census, but for all intents-and-purposes, most people consider it part of the "Mid-Atlantic."

Historically, using the Mason-Dixon Line, MD/DC were considered part of the traditional south, but over the years they have lost a lot of their Southern traits. They are the cultural meeting point of the South and the NE. They don't feel like the stereotypical South, but they also don't feel like the NE either.

DC (and Maryland) are "technically" Southern though.
