Eugene OR or Portland ME?
Eugene. It's where I am now so that's convenient, for one. I also think it's a decently exciting place for its size and I do like our climate, especially when compared to Maine. The COL is good here, but we've still got our fair share of problems. The university culture just means there's a more exciting culture and social scene when compared to Portland, ME.
Monterey, CA although I'm not familiar with either. VA Beach seems it would be a sprawling, suburb, with conservative politics and lots of tourism in the summer. Monterey seems more visually appealing as well as culturally for me personally.
Minneapolis, MN or Savannah, GA?
Our son preferred VA Beach. There was more to do, people off base were friendlier, and the ocean water was MUCH warmer, lol. There was tourism in both places, but no big deal. Liberal in Monterey, Conservative in VA Beach, again, no big deal. Thank God he's stationed at his permanent place now; Beaufort, SC. Gorgeous little town. It's like a mini-Charleston and only 3.5 hours from us

I'd pick Mobile because it's less isolated (2 hours from NOLA and 4.5 hours from Atlanta) and I'm familiar with it.
