Baltimore without a doubt, despite the city's problems it still has beautiful urban neighborhoods and great public transit.

Santiago, Chile or Rio de Janeiro, Brazil?

(do they have to be US cities?)

Ferndale, easily. Northern california is great, albeit a bit too rural, and rural northern michigan? I'd rather not...

Just a very slight edge. Both cities have about 200k population & miserable summers. Montgomery is closer to other major cities like Atlanta, Birmingham & Mobile than Shreveport is to Dallas, Houston, and New Orleans. Was surprised when I checked, that Shreveport is 325 miles to New Orleans! Did not think that was possible. Bigger state than I thought. Montgomery is actually slightly closer to NOLA, too!...310 miles.
