Camden. In much better shape than East St. Louis. Seriously. There are parts of that city I actually really could consider living in.
Ellicott City, Md., or Irvington-on-Hudson, N.Y.?
If I had to spend a day in either place, I'd choose Irvington for sure (great Hudson views, nice Main Street), but Ellicott City seems like a more functional place to live (close to Baltimore, ~45 minutes to DC, more amenities with the town). The warmer weather/less snow would be a plus for me too.

Ashtabula, OH or Monroe, MI?
Monroe, nice "little" town in a solid location between Detroit and Toledo on the lake.
