Charlotte because I’ve been there
You and ASJackson814 answered at the same time so I’ll answer that question as well
Boulder because of scenery
New Orleans vs Houston
Sorry, I thought I rewrote my answer to answer the Charlotte question, but it didn't go through.
For the previous question, I'd pick Charlotte over Cleveland because Charlotte has better growth as of right now.
To answer your question, Houston. I prefer New Orleans to visit(The food, culture, & downtown)but not to live, as I find New Orleans a little one-dimensional. I prefer Houston's job scene, variety, growth, & metro over New Orleans, plus less crime.
Roanoke, VA because it is located in a better state.
Cleveland, OH or Kansas City, MO?
I'd rather not live in either but if I had to choose, it'd be Cleveland. Cooler weather, more snow, good proximity to Pennsylvania and close enough to West Virginia and Indiana.
Scranton, PA (The Office, anyone?) or Erie, PA?

I don’t know anything about either city. I’ll go with Erie because I’ve heard of it before.
Philadelphia vs Chicago
