Ever since 9/11 NYC has been kind of more like a “Police State”. I hate to use that term because I feel like it’s really extreme, but I couldn’t think of a better word.

¯\_(ツ)_/¯

NYC crime was going down before 9/11

Steady decrease since the early 90s, however 9/11 certainly added police presence.

I think Toronto is actually larger than Chicago by a little bit yet this is a difference of almost 100! And this is just one example of many.
Greater Toronto has less than 7 million?

We're talking city proper.

Toronto has about 2.8 million and Chicago about 2.7 million.

Canada uses the CMA (census metropolitan area) metric for metro areas. It's similar but not identical to American MSAs. I think MSAs are a bit more generous than MSAs in what they encompass, and CMAs are way more restrictive than the American CSAs.

Toronto's CMA has about 6.5 million people.

If you were to use American CSA criteria for Toronto, it would push the population into the 8-9 million range, and bring it fairly close but not quite equal to Chicago.

This thread goes by city limits, not greater Metro area.

Or by the central city police jurisdiction, which in 98% of cases is the exact same thing as the central city proper.

In the case of Montreal for example, the city proper's police is responsible for the entire island which has 2 million people. This includes the city proper with 1.7 million people plus a number of suburbs that have about 300,000 people in total.

Though Vancouver has more than twice the population of Buffalo, so it's per 100,000 rate will still be lower.

It is quite noticeable though how the homicide rate has gone down considerably in many American cities. Though not all of them of course - some are still sky high.

Most Canadian cities started from much lower baselines but my sense is that things are more stable here, with very few cities seeing a major decline (maybe Montreal?) and some others like Ottawa seeing an increase.

Chicago remains at 111 as of 3/28.

The last known reported homicide (that I could find) was on March 25th... so we're now approaching four days w/o a homicide

...yay?!
