Even taking population into account those numbers are still very low compared to many of ours

I think Toronto is actually larger than Chicago by a little bit yet this is a difference of almost 100! And this is just one example of many.
NYC got cops, cameras, special units all over and they enforce laws there compare to Chicago. Chicago is more relax not much enforcement.
