I think the Astros most definitely is currently a dynasty and the 90s rockets were too.
Yeah, the Yankees were a bigger Dynasty, but after that only the 09-14 Giants could rank as a bigger Dynasty than the Astros, and even then the Astros had more WS appearances in a 6 year span..
If participating in 7 consecutive league championships( which only the Astros have done) and 4 out of 6 WS doesn't make a team a dynasty, then there's just no dynasties anymore. What the Astros have done is comparable to the Chiefs and they are by far the biggest dynasty in the NFL right now.

TBH, I don't consider the Chiefs a dynasty yet either. Usually at least 3 in short amount of years equals a dynasty. If the Chiefs win this year, I'd consider them a dynasty. The Patriots didn't use that word until they beat the Eagles to win that third back in 2005. I hardly consider you a dynasty if you reach your respective sports championship final or series and have equal or more losses to wins. The Astros are 2-2.

Yeah and just to add for the Bulls - Two separate 3 peats in the 90s. They literally owned the entire decade. If MJ doesn't leave for baseball they most likely win 8 in a row. Yes it's debatable but they would have been the odds on favorite both seasons that he stepped away.
