I'm having an issue with the definition of "urban". Does it mean dense population, or concentration of businesses, or having tall commercial buildings with a distinct skyline?
Using the example of Detroit - Highland Park is a suburb, doesn't have the population density of neighbor Hamtramck, and lacks a commercial district or skyline. On the other hand, Detroit has Downtown, Midtown, and New Center. Downtown and New Center are business districts, Midtown is more of a cultural district.
As for suburbs, Pontiac has a definite downtown business district, small and partially empty. Troy and Southfield have small commercial districts with high rise office buildings, but these are nothing like even Pontiac in terms of building density. Dearborn is ground zero for the Ford Motor Company, but the buildings are much more spread out; Ford even grows crops between some of the buildings (for tax breaks).

Orlando - Non-CBD: East Colonial area; Suburb: Winter Park Tampa - Non-CBD: Water Street / Channelside, Suburb: St. Petersburg (which is really more urban than Tampa)
In St. Louis, I would include Central West End outside CBD. Its inside the city limits and is considered by many as the areas 3rd Downtown due to Barnes Jewish medical center and Cortex innovations district.
I think Clayton is a good example of a suburban CBD for suburbs. Would also add Maplewood and University City as dense street car suburbs without a huge employment base.

If it’s supposed to be the actual CBD in DC, then it would be way more than that because the official CBD in DC is way smaller and cuts the urban core into tons of neighborhoods. It’s the equivalent of cutting Midtown Manhattan into 3 different neighborhoods. DC would go like this:

Philadelphia: Are you including University City as part of the CBD? North Philly (at-large) qualifies too.
Philadelphia suburbs: I would remove Chester and replace with Wilmington, Upper Darby and West Chester. All of these areas are urban and high population density.
Chester has urban bones, but is a shell of what it once was.

I'm not sure about listing entire cities as districts. It probably makes sense for smaller cities like Hoboken or even Santa Monica but for cities over 50 sq miles like Long Beach and Oakland I'm not sure. What do you think? For Long Beach maybe central/downtown Long Beach?
