The lack of an impressive skyline in Phoenix has nothing to do with it's proximity to Sky Harbor Airport. It has everything to do with the costs and availability of land in Phoenix. Cities go vertical when land prices are high and the availability of land is scarce, a problem that doesn't exist in Phoenix. There is plenty of room to build out at a cheaper price instead of building up. I'm sure in the decades to come more development will occur in the city center, but it's going to take a while.
