These two cities are in the top 10 largest cities in the nation. San Jose's population hovers around 1 million, but small midwestern towns put SJ's skyline to shame. Phoenix has 1.5 million people in the city proper yet it's skyline get's owned by much smaller cities. Which one do you like better or worse?

These two cities have the unfortunate situation of their respective downtowns being directly in the flight path of their airports. It's a shame, really.
That being said, I go with Phoenix. They have MUCH taller buildings than San Jose, and are in the process of building more.
San Jose!
Phoenix skyline can't be any taller because of how close Sky Harbor International Airport is the FAA wont let Phoenix have tall building in downtown. One of the main flight paths for the airport is right over downtown. From downtown to the airport is like 5 miles and when you fly into the airport coming from west to east you will most likely fly over the downtown area so Phoenix can't have huge skyscrapers sorry!!!
San Diego is in a similar situation as Phoenix. Nearly 1.3 million people in San Diego. The main approach into its airport goes right next to downtown. The tallest anything will ever be here is about 160M until the city is able to move the airport. Which they had their chance to do years ago and declined. So instead of height, they have steadily expanded their skyline with a lot of really enticing looking structures in the 30-40 story range. It's a really nice looking skyline in the end, height limitations or not.
