Most non-touristy parts of Baltimore are very dangerous. Never been to East St. Louis but will be passing through this summer on the highway.
You won't see anything from the highway. Take a ride on Saint Clair Ave. It's fairly safe but gives a nice young white southern boy a look at ESL. You can get off on St Clair and ride for a while and just get back on 64 with no problem. At least I had no problem.

LOL Calm down. I will say that there are nice parts of Baltimore that are away from the harbor. However, it would be folly to ignore the horrible reputation that Baltimore has gained regarding crime. From my understanding things are improving. I like Baltimore the harbor and the aquarium are awesome. There are still parts you'll never catch me hanging around that's for sure though.
