Dr. Robert Levine wrote a book in 1998 called Geographies of Time in which he used four criteria to rate cities on "pace of life". The criteria were walk speed, talk speed, number of watches worn, and speed at which change is given at the post office.
Boston was number one, followed by Buffalo, NY then NYC.
The California cities were at the bottom of the list.
I also think Lincoln Nebraska is faster paced than DC. Seriously, how long ago were you in DC and are you referring to a suburb of DC that's over 40 miles away from DC proper??
I lived by American for a year, went to high school in Arlington for 3 years and spent a year after high school in Clarendon next to Georgetown. So no, I'm speaking in DC and in the immediate vicinity of Arlington. It's relatively as fast moving as Cleveland.. Believe it or not, Lakewood where I used to live in Cleveland is faster paced (to me).
In my old age(Im 34yo), I find myself driving a lot slower than I used to. Where I used to drive 80MPH, I usually drive 60 to 65 nowadays. Also, the places I drive thru are usually so congested all day that I couldnt drive that fast even if I wanted to.
As far as the OP, I'd say LA and Chicago are much faster paced than other places besides NY. SF and DC and Philly and Boston have vibrancy and a fastpaced environment as well, but overall, I'd say LA is definitely second and Chicago is definitely 3rd.
Also, Miami, Houston, Dallas, Seattle and many others are pretty fast paced as well.

It so subjective but still I would not agree Chicago is fast paced as compared to let's say Philly. Chicagoans are killing me with their slowness,everything takes forever here.
I would say any place on the East Coast is faster paced then Chicago and I do not mean the average speed on the highway which is much higher let's say in Atlanta than in Chicago. Now, Is Chicago faster than LA? I do not know but it is definetely not as fast paced as Philly, Boston or even New Jersey.
On the street level, LA does not feel fast paced at all. If anything, it is very laid back and cool.
The freeways in LA is the primary thing that is pretty fast paced. By fast pace I mean crowded. But as soon as you get off the freeway it's slow and laid back.
