Wow, no mention of Windsor? Isn't it the only community where the per capita income of Black families is slightly higher than that of White families in the US? It's about 27% Black and seems to have good schools too.

One sad reality that exists in CT, is that when blacks move into a white neighborhood, the property values may drop slightly. My parents have been in real estate for decades and have seen this happen from time to time. Unfortunately, silent, subconscious racism exists in the country, even in 2010.

What about East Hartford? I've heard it is a suburb that varies in terms of environment/neighborhoods, but is pretty "diverse".

Queens NY was one a couple years ago, can't guarantee it still is.
