It's really naive to think that if federal land was ceded to the states that they would allow the likes of Bundy to graze on it for 1/10 the market value. Land management is an expensive business, it would require states hiring hundreds if not thousands of people and developing the infrastructure to manage the land. A more likely scenario is that States would sell the property to the highest bidders leaving ranchers at the mercy of corporations like the Koch's and General Mills and whatever oil companies are interested in expanding their fracking or oil drilling operations
& let's face it, Cliven Bundy still owes $1 million in grazing fees. Does anyone really believe he has any intention of paying past, present or future grazing fees to anyone?
Consider also the likelihood that Cliven's son, Ammon, has any intention of paying the $530,000 Federal Loan made to him? These types of loans are made "to aid small businesses which are unable to obtain financing in the private credit marketplace."
Cliven Bundy still hasn't paid any grazing fees. Ammon owns a Valet Fleet Service Company. How likely is it that he has any intention of paying his loan?

Ranchers are supposed maintain things such water troughs and so forth, but still. If you can't make a living grazing cattle at twenty bucks a year for a cow and her calf, you need to take a closer look at your business plan.
I get what you're saying here & agree. Personally, $20.28/year sounds very reasonable to me. Although, as opposed to free & unlimited?
Some folks, like Cliven Bundy, have unlimited & free grazing for as many cows as they want. Honestly, they seem to be protesting for the right to continue to do so. While other, apparently more ordinary folks, continue to pay their fees. & some even seem willing to sacrifice their lives in order to protect Cliven Bundy's sense of entitlement & his right to continue to avoid paying any grazing fees.
The Bundy family seem to be con artists extraordianire.

A rancher pays for the year, but only puts cattle on for the time the BLM says they can.
The original agreement might state 10 weeks, or 6 weeks, or something else. But the BLM can, and does, change the terms. The BLM might require a rancher to fence an area, manage noxious forage, keep cattle/sheep off part of the lease, call you and tell you to get your animals off in three days. Materials and labor not reimbursed. It's on the rancher.
If you can make a living in spite of not being able to count on your suppliers you are doing real well.
