What happened to dignity? Women exposing themselves in this way, and they get the public disdain they deserve. Everybody is too afraid to say what they really think any more.
A few years ago, I was walking with my wife through our town centre. Towards us came a heavily pregnant woman exposed in a similar way to the woman discussed here.
Her belly was covered in stretch marks, and wasn't a pretty sight. As she passed, I couldn't help but stare. She said, "what the eff you looking at?" I replied, "not much, and that's for sure."
Women used to get respect, but many don't do much to deserve it anymore. I may receive flack here for my opinion. Luckily, I don't care. The truth is the truth, and doesn't change, even though attitudes do.
On what planet? Women have always been judged harshly for their appearance and behavior, much more harshly then men. As for her outfit, sure, it looks terrible. But to me it doesn't violate the no shirt policy because as skimpy as it is, it's a shirt. She was looking for attention with the outfit definitely, but she still should have been served, IMO.
You have to wonder what the woman was thinking. Was she thinking, "I look hot in this outfit"? Or, " let's see how much attention I can get"? The lack of self awareness is unbelievable.

Interest being in the mind of the beholder, of course. Just like looking hot, looking tacky, looking wholesome, looking stupid, looking appropriate, etc...
Perhaps she was just thinking, I want to wear this shirt and doesn't make such inconsequential decisions based on what others might think.

Tell that to my buddy from high school, a 5'3" guy. Harsh doesn't BEGIN to descibe how he was judged.
If she hadn't been pregnant, the waistband of the skirt would probably have been higher than crotch level.
Personally, I don't think the shirt is the problem. It's the skirt. The waistband is hanging off her pubic bone. And it looks like a nice, stretchy elastic waistband with a drawstring. So pull the skirt up to the middle of the bump (or higher) at least long enough to eat your steak dinner! I agree with those that said she was seeking attention. Apparently, she got the attention she was seeking and then some.

Its not about what others might think. It is that in public places, private businesses and government offices there are dress codes specific to each place and situation. We as a society need to respect those codes. When we stop adhering to civility we will become uncivilized.
