A shirt is a cloth garment for the upper body (from the neck to the waist).
Her top does not meet the definition of shirt. She can wear whatever she likes, and she is certainly free to do so, but some places will not permit entry because of it. Ideally she needs to accept and respect that.
I often wear shorts, but some places will not permit entry because of that -- sacred and religious places, for example. I accept and respect that.

I would not want to look at her pregnant belly though out my dinner. I would have left. I am not an old fogey but I do not like the trend of showing the big belly and pendulous breasts is very attractive. There is just plain and simple good taste that should be observed. But a lot of people think that anything goes, no matter how many other people it offends. Just look around you and at the news. And those people aren't ashamed that THEY have offended YOU. They just look at you with an attitude. Their rights are all that counts. I won't be around too much longer and except for worrying about my g-kids and the world they are coming into, I'm glad.

Oh, I didn't just string together intelligent words. I am , sadly, quite intelligent. It doesn't make you the popular girl.
I've said it before, I'll say it again. Some women are exhibitionists. Sometimes for some reason those women choose to procreate.
I've certainly seen pregnant women like this out and about--especially in the summer in Washington DC. I mean, it's uncomfortable for me. I really can't imagine being 7 or 8 months pregnant and trying to cope with 100 degree heat and 80 percent humidity. I feel sorry for them.
But I don't consider that attire to be a 'crop top'. To me, a crop top exposes the belly button, maybe a bit more. Not the entire abdomen. And her skirt isn't just pulled down below her belly. From the photo, it looks pulled down waaay low, not anywhere near her waist or even 'below waist' or even 'very low waist'.
