No, I'm not. But my wife is a social worker and your point is taken.
I guess I was thinking of middle class people. Sadly, poverty with its attendant education, drug, alcohol, legal, and mental health issues renders dregs of society capable of anything.
This happened at my daughter's middle school. A girl in her 6th-grade class told other girls in passing that she was being bullied and wanted to kill herself. My daughter and her friends reported it right away to the school principal. I'm very proud of my daughter and her friends. They probably saved that girl's life.
The principal and parents took action very quickly. The next day the girls were suspended and their parents put them in counseling. The bullied girl went to counseling as well. She is doing very well and she has a whole group of new friends.
I can't believe kids can be so cruel as to bully other kids every day. I don't even know how kids that young know the meaning of suicide. It is incredibility sad. I hope her death was not in vain and that community uses it for a purpose of education and tolerance about racism and being kind to everyone regardless of differences and similarities.
According to the school, there's no record of bullying complaints. The mother (who's already perched on Facebook) should be able to provide proof of that. Why can't she? And if this little girl was, according to the family, "bullied all year at Jones [the school]," why would they even want to hold her service there? I sure wouldn't.
You seem to be assuming that complaints were filed in writing. As a retired school principal, I can tell you it was rare that parents turned in complaints in writing. The vast majority of complaints we received about any topic (I would guess more than 90%) were telephone complaints or by stopping by the main office without an appointment.
Am I alone in thinking the gorl may've been murdered by a family member who staged it as a suicide?
Suicides in children of that age are incredibly rare.
I hadn't thought about that, but it just sounds like more victim mentality to blame others for a lack of parenting. Did they start a Go Fund Me to collect from the community?

While that may have been true for your school and community, I know that many schools now have online bullying forms that you can use to report. Here may parents do use those.
At any rate, these kinds of complaints should be filed in writing if they are going beyond the teacher in the child's classroom.
