Your big mistake was buying the dog a car for his birthday and giving him a credit card.
I suggest that you take away his car keys and as soon as he can't get to the store to buy his own candy, you can regain control over what he is eating by simply putting the candy up where he can't reach it and not giving him any of it.

I never gave my dogs any sweets but one did develop diabetes.

68 dollars per month prescription dog food.
1000+ for vet visits trying to get his insulin dosage right.
You cut him off cold turkey today. Either he will start eating his dog food or he will starve to death. I doubt he will starve. He will eventually start eating his dog food again.

Just stop giving him any candy...none...not even a little. Offer him his dog food during his usual mealtimes...he may go a day or so without eating, but he will eventually get the message that the candy is no longer an option and he WILL start eating his food again. He won't starve himself....just make sure that he still has access to fresh water at all times.
