He's the best option for the Democrats, who don't presently have any electable candidates running.

Actually the Democrats currently have two qualified and electable candidates running, Biden entering the raise would make it three. Though to some extent Webb and O'Malley could be included in the list of qualified candidates.

If the Democrat establishment agreed with you, Biden wouldn't be getting in the race.

As of right now, Biden has not made any announcements one way or another. As for the establishment, that has no effect with Biden deciding to run or not.
