Traditionally women in Eastern Europe have been viewed to be the most beautiful (Ukraine, Poland, Estonia, etc.), but I haven't been to that part of the world yet, so I can't attest to that claim.
In my own personal experience, Spain and Italy are littered with beautiful women.
I'm surprised with how many votes France has gotten. I lived in Paris for a semester, and was super disappointed with the average quality of women.
