I agree that Hooligans should be punished but most fans out there are not hooligans, it's only a small minority.
You are wrong. This is typical behavior of English fans. Most of them are going to get drunk and fight. They fought with the police and the French (the Arabs) before the arrival of the Russians.

No it's not the typical behaviour of most English fans, we have one of the safest leagues in the world, and it was organised hooligans from France itself and indeed Rusia who caused most of this. The vast majority of England fans were just there to watch the game, it was the Russians who stormed in like some kind of paramilitary hooligan force.

The best manner to gain an in-depth understanding of Russia is to read the biography of Rasputin, Lauerentiev Beria, Peter the Great and Khrushchev.
