The area around Stade de France is under redevelopment, it is full of new office and residential buildings.
It does not look like a war zone, before it was full of old industrial buildings.
The surrounding of the northern RER B is still full of decaying industrial areas but it get better when you go further away of the train tracks in residential areas.
I am always a little bit surprised, that so people in this forum have supposedly visit so many different places and are able to judge so many different cities.
I am sure that I would need to stay at least several weeks in each city to be able to make a valid comparison of the cities.
Neither. If you want to feel alive in Spain or Italy go the larger Southern cities, such as Seville in Spain and Naples in Italy. Paris is a lovely city. You have to go there in the winter to feel its nostalgic charm, especially when it is raining. Madrid never did it for me, nor Barcelona.
Yet Paris is the most visited city on the planet. I guess the world disagrees with you.

Madrid is as unpretentious as Paris is pretentious. The centre is more compact, and it would be hard to find a city that parties harder (and insanely late). It's also much cheaper.
I like both. Paris is a bit staid, a bit of a museum, but beautiful none-the-less. It's also looking a little unkempt recently. They do speak more English than the Madrileño.
If it comes down to "vibrant" then I'd say Madrid.

Paris looks like a museum? When did you visit Paris? At 2 am? The city has lots of traffic and people on the streets.
No, Paris is the #1 tourist city. We're talking tourists, not visitors.
London, while a great city, does not have the iconic tourist draw of a Paris. I don't think any city does. NYC, maybe? Rome? I still think Paris comes out on top. I would put London behind Paris, NYC and probably Rome (against, strictly tourist appeal).
