I like to spend summers in Norway and Scotland. By far the best summer weather in Europe.

"Best" weather is of course subjective, as people have different preferences and hobbies. Some dislike cold, others heat. Some like winter sports, others like surfing.

But to the qualifications in the OP, such an area is extremely difficult to find. The Californian coast is relatively cool in summer due to the cold Californian current. Such cold current exist in Europe only off the Iberian peninsula, but even then southern Portugal has hot summers in the 29C high range.

The few places with warm winters like Malta, have hot summers averaging almost 32C highs due to the warm Mediterranean and the vicinity of Sahara. If you want 25C summers you have to do with interior Northern/Central France, Central/Southern Germany, Switzerland and Austria, where the winter highs range from 2C to 8C.

There is not such thing in mainland Europe, so try Madeira islands or westernmost Canary islands.

Is not only temperature but humidity, cloudiness, vegetation as well as other factors. The TO didn't ask if a perfect climatic place exists in Europe, but from existing places, which is the best.

If we make abstraction of everything else but the weather (which is pretty absurd, but let's go this way), I think the best weather is on the northern coast of Black Sea, which now belongs mostly to Russia.

There, the mountains covered in temperate jungle (mixed coniferous and deciduous forests) start right from the sea (well, with a strip of beach and so). With all the cold winters and summers around 30C maximum temperature, the general combination of factors (the presence of both mountains and sea and the dense vegetal environment) seems the healthiest and most pleasantful to me.

As you have already stated Lisbon is close, if you like sunlight it also gets 2799 hours yearly on average near the top of the list.
