When I say best weather I don't mean "hot weather", so if it is regularly 35C in July with high humidity, I don't think that's "best". We don't go to the beach every day, so southern Spain is out.

I am referring to places where weather is mild all year round, but with decent sunny summers and mild, non-rainy non-grey winters.

A good benchmark is San Diego, USA. It has an average high of 25C in the summer and 18C in winter. Mostly sunny. Hard to beat that.

Maybe something like Cote-d'Azure in France? But Nice, France only has an average high of 13C in January, much cooler than San Diego. Lisbon seems not bad either.

"25C in the summer and 18C in winter" means really little seasonal variations, I really can't think about anywhere in Europe so warm during the winter, but still cool during the summer like that.
In practice to have a so low seasonal variation you have to live near the Mediterranean sea (but those places usually have warmer summers, and often slightly colder winters) or on the Atlantic Ocean (but those places are usually colder during the winter, apart the southernmost coastal areas like Lisbon).
In addition San Diego has an extremely high amount of sunshine hours, and really little rain, if compared with any European place I can think of.

Does not exist in Europe.

Lisbon and Nice are best contenders, although maybe some spots in Northern Spain could compete, but they're a lot cloudier.

yes, probably because Europe as a whole is quite a bit northern than the US. As you said, most places with equally warm winters tend to have hot summers (Seville, Spain comes to mind).

Additionally, Santa Monica, California (basically part of Los Angeles by the ocean) has even less variation, with a high of 21-22C in July-Oct and 17C-18 in Dec-May. It pretty much has exactly the same comfortable weather every day.

But personally for me, it's not the best because I prefer more rain and colder winters. I like the climate of southern Scandinavia, the Baltics, Belarus etc.
