Me too, in the end. Too much warmt or too much cold is annoying. Plus, cold kills germs. And uniform temperatures seem boring to me. Why would want to have same type of weather all the year long?
But the Moldavian Plateau, as I said, is quite unhospitable.
Canary Islands,Madeira, Spains Southeastern Med Coast, The Algarve, Crete, Rhodes and Cyprus. (if you still count it as Europe)
But that's just my taste.
When I say best weather I don't mean "hot weather", so if it is regularly 35C in July with high humidity, I don't think that's "best". We don't go to the beach every day, so southern Spain is out.
I am referring to places where weather is mild all year round, but with decent sunny summers and mild, non-rainy non-grey winters.
A good benchmark is San Diego, USA. It has an average high of 25C in the summer and 18C in winter. Mostly sunny. Hard to beat that.
Maybe something like Cote-d'Azure in France? But Nice, France only has an average high of 13C in January, much cooler than San Diego. Lisbon seems not bad either.
Lisbon, Portugal. Nice would be 2nd for mildness. Lisbon is a bit warmer in winter & a bit cooler in summer, and a bit sunnier than Nice.

But personally for me, it's not the best because I prefer more rain and colder winters. I like the climate of southern Scandinavia, the Baltics, Belarus etc.
Tarifa's climate zone is very small, though. It's basically a microclimate.
