It is a breach of ettiquette for a man -not- to wear a hat outside.
Also, men over fourteen years should not wear shorts unless they engaged in a sporting activity such as tennis. And women should never wear any sort of pants at all. It is unbecoming of a lady.
Also, a woman should curtsy before leaving a room.
People are so funny about the things they find offensive....yoga pants, baseball hats worn backwards...hats worn while eating or inside.
I guess I'm too busy going about my own day to day business to be even concerned, much less offended by what someone does or doesn't wear as long as they're not butt naked.
Etiquette is nothing more than traditionally agreed-upon social norms. Feel free to fly in the face of these norms, but you will also have to accept that some people will take offense to your behavior. And you have to own that.
How are these agreed-upon social norms maintained or modified?
By individual vote. When you see someone wearing a hat indoors, it means that either that person does not know he is in violation of the norm - or he has chosen (voted) to ignore the "norm."
Because you see so many more people now wearing hats, that indicates that the vote has shifted and that the "norm" is no longer as true. The fact that most men don't wear hats at all says it is a dead issue. Voted to death.

We took a young man onto a Marine base and he was told right quick to remove his hat while indoors. Ooh-rah!! And that's probably the first time it even occurred to him that wearing it inside isn't correct.
Removing your hat in places like a home or restaurant is a gesture of respect. There are scores of similar gestures in everyday life, from shaking hands to saying "gesundheit!" when someone sneezes, to waving hello/goodbye, to saying "hello" to a passing stranger. You may not feel one or more such gestures "impacts the world", however they do, simply because they carry symbolic weight.
In some cultures, even ones in this country, it is disrespectful to remove ones hat before eating or being indoors.
Its not the hat ritual that is a significant change its the overall and numbing absence of respect for any one or anything

USMC rule? Because the "Ms. Manners" links in this thread state that wearing a hat inside is acceptable for many places.
I never seen the "no cover" rule enforced for civilians during my 12 years in the Navy, except for in the galley. You can go to the Pentagon now or Quantico and see civilians wear hats around inside buildings.
The "no cover" rule is for while in uniform. Off-duty will wear hats in the commissaries, base bars, base package store, barracks, etc.
