I know everyone is suggesting Chico's, but my mom never shops there. I thought about buying her a New York & Company gift card, but they charge for shipping, and I would never pay for shipping when buying gift cards. Macy's or Dillard's gift cards might be options if there are no other options.

How about Kohl's? My mom likes to go and waste hours there. They also sell kitchen stuff and linens, so if she doesn't want any clothes, she will be able to find something she does want.

Clothing is a challenging gift, sizes and tastes are so varied.
That said, if your Mom isn't into very casual and bold style Chicos isn't going to be her thing.
Try Ann Taylor Loft. They are more conservative than Chicos and a little more youthful and less conservative than Talbots.
If you are looking for something a little less conservative than the Loft, try Zulily online.
As for my other family members, my aunt and grandmother in Puerto Rico really love JCPenney, so I got them JCPenney gift cards. For my aunt in Virginia, I got her a Cheesecake Factory gift card. My other grandmother I will probably send cash.
Looks like it is a spring product, so it may not go on sale until at least June. Since this product is Dillard's exclusive, that also probably adds to the price.

$129 for a dress is nothing. Why don't you just get her the dress or a gift card from Dillards towards the dress and include the cost of what dinner would have been and make her lunch?
