Why have different times at all? GMT would work for all. You don't need to start work at a given time on a clock but an area may want to generally start work at an arbitrary time. Why should it matter if it's 9 or 12 or 15 or 18?

I remember when Indiana wanted to make a change a dairy farmer claimed his cows would be confused and alter their milk production. I think someone convinced him that all he needed to do was cover the clocks in the barn and they'd be fine.

As someone mentioned the western panhandle is in the central time zone and the universe functions fine. You could even have the Eastern part of Florida not use DST and central time zone Florida be on DST and the universe would still work fine.
