In states like WV and PA that don't have front plates, I have seen people put random out of state plates on the front.

If you live near a military base you will see cars from all different states. I believe the military will tranport 1 car to/from the mainland.

Being in Florida and near a navy base, I see different states, Puerto Rico and Canadian Provinces all the time.

Ontario and Quebec are most common from Canada , closest and biggest population so it makes sense. I see New/Nouvelle Brunswick and Nova Scotia, PEI and Newfoundland and Labrador rerely. The MB, SK, AB, BC, NT and YT almost never I have not seen a Nunavat tag yet but its only been existing since 1999.

I have seen Mexico tags around Disney, usually border states

On my way to Niagara Falls we played the license plate game (as I do on all road trips), we only went through MA, NY, and then to the Canada side of the falls and we saw 46 U.S. states and 8 Canadian provinces. The one I was most excited about though was Northwest Territories! Never thought I'd see that one. We unfortunately didn't see AK or HI, I'm not sure if I've seen either in person, if I have I don't remember. But I know I've seen all 48 continental plates at some point.

There are some I hardly ever see and some I see every day -
Most rare (besides AK and HI) - WY, MT, OR, ND, SD
Most common (besides MA where I live) - NH, RI, CT, NY, NJ, FL

my rowing club recently hosted a 24 seat rowing shell. The trailer that it arrived on had swiss plates.

The son of a couple I grew up with moved to AK from TN years ago. He'd come back and of course we'd see AK plates.

I've seen every state and most provinces here in SoCal. All you have to do is drive around the Disneyland parking structure once and you can check almost all of them off. Hawaii and Alaska are more common than you would expect, and even the East Coast states make a good showing.

The other day, I saw a bright yellow Ferrari with a Dubai plate. Now, that was unusual.
