The South is too big and already has too many cities, Charlotte, Raleigh, Atlanta, Nashville, Jacksonville, Orlando, Miami, Birmingham, New Orleans, Memphis, Tampa, Savannah, etc. The South doesn't need more cities like Norfolk, Washington, Louisville, St. Louis, Kansas City, Oklahoma City, Tulsa, Dallas, Houston, San Antonio, etc. The US could place Louisville, St. Louis and Kansas City in the Midwest, Norfolk and Washington in the Northeast and Dallas, Houston, San Antonio, Oklahoma City and Tulsa in the Southwest. Then the South would become the Southeast.

And... Place Jacksonville, Orlando, Tampa, Fort Lauderdale, and Miami in the Caribbean....
